Preparation
  1. Preheat your oven to 350°F (175°C) and line a 9-inch square pan with parchment paper for easy removal of the bars.
  2. In a large bowl, whisk together the flour, oats, brown sugar, baking powder, lemon zest, cinnamon, and salt until well combined.
  3. Pour the melted butter into the dry ingredients and mix until the mixture becomes crumbly.
  4. Press about 2/3 of the crumbly mixture into the bottom of the prepared pan to form the crust. Bake the crust for 10 minutes, then remove it from the oven.
Cooking
  1. While the crust is baking, combine the blueberries, granulated sugar, cornstarch, and lemon juice in a medium saucepan over medium heat. Stir gently as the mixture heats up until it thickens, about 5-7 minutes.
  2. Pour the blueberry filling evenly over the par-baked crust, spreading it gently.
  3. Sprinkle the remaining crumbly mixture evenly on top of the blueberry filling.
  4. Return the pan to the oven and bake for an additional 45-55 minutes, or until the filling is set and the top is lightly golden.
  5. Allow the bars to cool completely in the pan before lifting them out and cutting them into squares.
