- Prepare a sheet pan by lining it with wax or parchment paper.
- In a medium saucepan over medium heat, combine the sugar, butter pieces, and milk. Stir constantly until the butter melts and the sugar dissolves.
- Bring the mixture to a gentle boil and cook for 1 minute.
- Remove from heat and stir in the oats, salt, and lemon zest until combined.
- Drop spoonfuls of the mixture onto the prepared paper, pressing the tops if desired to flatten slightly.
- Let set at room temperature for 15 to 30 minutes until firm.
