- Line two baking sheets with parchment paper or silicone mats.
- In a small bowl, mix lemon juice, zest, and vanilla extract.
- In a saucepan, combine butter, sugar, and milk. Bring to a boil and cook exactly 1 minute, stirring constantly.
- Remove from heat and stir in the lemon mixture, then oats and salt. Add white chocolate chips after 2–3 minutes if using.
- Drop spoonfuls onto prepared sheets. Flatten slightly and sprinkle poppy seeds if desired.
- Cool at room temperature 5 mins, then chill in fridge 30–45 mins or freeze 10–15 mins until set.
